ISS alumnus appointed Minister of Energy and Energy Industries in Trinidad and Tobago

The International Institute of Social Studies (ISS) is proud to celebrate the achievements of Dr Roodal Moonilal, who earlier this year was appointed Minister of Energy and Energy Industries and serves as Member of Parliament for Oropouche East in the Parliament of Trinidad and Tobago.

Dr Moonilal’s connection with ISS spans over a decade of academic and professional growth. He first joined the Institute in 1991 to pursue a Master of Arts in Development Studies with a specialization in Labour Development, graduating magna cum laude in 1992 while also serving as President of the SCHOLAS Student Association. In 1995, he returned to ISS to complete his PhD, earning the distinction of cum laude.

Before taking up his current ministerial role, Dr Moonilal held several senior positions in the Government of Trinidad and Tobago, including Minister of Housing, and has been a prominent figure in the trade union movement both nationally and across the wider Caribbean. His expertise in labour, employment and urban development reflects the strong foundation built through his studies at ISS.

As Minister of Energy and Energy Industries, Dr Moonilal now plays a key role in shaping national energy policy and driving sustainable development in Trinidad and Tobago. His work stands as a testament to ISS’s ongoing mission to educate and empower leaders who create meaningful impact in their societies.
