Strategy for Justice

Alumna Tatiana Mora on the power of inclusive policy

We are proud to feature Tatiana Mora, an ISS alumna who has dedicated her career to bringing equity and meaningful change through public sector strategy.

With over two decades of experience in international development, Tatiana now serves as Executive Director at NTT DATA, leading the Digital Strategy & Advisory Unit for International Organizations, including European Institutions and UN agencies.

In her current role, Tatiana works at the intersection of policy and strategy, helping institutions adapt to complex challenges while ensuring that innovation serves the broader public good. “My work is driven by a commitment to social impact,” she explains, “supporting public sector entities in developing strategies that foster inclusive governance, sustainability, and societal progress.”

Tatiana graduated from ISS in 1999, having studied in the Politics of Alternative Development Strategies (PADS) programme. As an economist with a focus on anti-poverty policies, her research explored how policy-making elites perceive poverty  For this research, Tatiana was granted one of the best-paper awards that year. “It was a significant milestone that filled me with immense pride and reinforced my dedication to meaningful policy work,” she reflects.

For Tatiana, social justice is a practice that demands action. “It’s a balance between philosophy and responsibility,” she says. “Justice is what love looks like in public,” she adds, quoting Cornel West. “It’s not just a concept we admire but a force we must actively wield to create a more equitable world.”

Her time at ISS, combined with her personal and professional journey, shaped Tatiana's understanding of social justice. “At ISS, I was immersed in a truly international and diverse environment,” she recalls. “Learning alongside peers and faculty from different backgrounds deepened my appreciation for the complexities of justice across societies. It reinforced the idea that social justice must be both context-sensitive and universally pursued.”

Throughout her professional path (from working with the UNDP, Oxfam, and now NTT DATA), Tatiana has remained committed to the idea that justice is deeply intertwined with access, representation, and institutional responsibility. “Social justice is not simply about fairness; it’s about removing barriers, ensuring equity, and fostering environments where communities can thrive.”

As technology continues to transform governance and development, Tatiana’s work focuses on ensuring that digital innovation promotes access and inclusion. “Digital tools can expand access to healthcare, education, and financial services,” she notes. “But without equitable access, they risk reinforcing the very inequalities we’re trying to solve.”
