In this blog post, ISS alumnus Alvaro Deuer Cenzano examines the use political elites make of ethnic discourses to win elections.

He argues that despite some apparent successes by indigenous groups in Bolivia and elsewhere in Latin America in achieving more rights and freedoms, in many cases their lives have not changed much over the past few decades.

They still remain largely excluded and marginalized, and promises to act on their behalf have not been honoured. Cenzano looks at the role of political elites in perpetuating social injustices, suggesting that the instrumental use of ethnic discourses is used to win elections.
