The Philippines, like many other countries, has been hit hard by the COVID-19 pandemic, but a stronger blow was delivered to its citizens and democracy when the Anti-Terrorism Act was passed at the height of the pandemic in July this year.

This event reveals President Rodrigo Duterte’s prioritization of the consolidation of his authoritarian regime’s power—at the expense of Filipino citizens.
